Based in Cambourne, South Cambridgeshire District Council is the local authority for the district of South Cambridgeshire, with a current population of over 150,000. The district was formed in 1973 taking over powers from the former Chesterton Rural District and South Cambridgeshire Rural District in 1974.

The Council were experiencing year on year budget reductions, and as such they were exploring more innovative ways to deliver essential services. The areas of technological focus prioritised were secure flexible working and shared services with local partners.
The Council found that the growing demand for mobility within the workforce was not achievable with the current technology in place. Staff wanted the ability and flexibility to work from home or hot desk, as well as engage with BYOD initiatives.
GCI proposed an Office 365 solution to address the Council’s identified challenges, providing valuable further features in a familiar interface. A trial tenancy proved the value of SharePoint Online as a collaboration space, but the challenge remained of how to fully free staff from their desks in a secure way.
Further capabilities within the Office 365 suite were utilised to meet South Cambridgeshire DC’s requirements; Exchange Online, Skype for Business Online, OneDrive for Business and Microsoft Enterprise Mobility and Security, which includes Intune, Azure Active Directory Premium and Rights Management Services.
Exchange Online is a Cloud messaging application that provides South Cambridgeshire DC with access to the full-featured version of Exchange Server, including email, calendars, contacts and tasks.
Skype for Business Online provides South Cambridgeshire DC with Unified Communications features including instant messaging & presence, peer-to-peer VoIP & video and audio, video & web conferencing.
OneDrive for Business is a location in the Cloud enabling South Cambridgeshire DC to store, update, share and sync their files from any device.
Enterprise Mobility and Security (EM+S) provides all staff and Councillors with access to their e-mails and files on the supported mobile device platform of their choosing, whilst allowing the Council to control individual device permissions, maintaining protection of Authority data.
Delivered through the cloud, EM+S ensures South Cambridgeshire will always have the latest updates of products and will not require costly, on premise upgrades to the platform moving forward.
Exchange Online – With a 50GB mailbox as well as unlimited archiving, enabling South Cambridgeshire DC to migrate away from their legacy archiving platform, not only reducing costs but delivering a guaranteed uptime of 99.9%.
OneDrive for Business – 1TB of storage has been provided to South Cambridgeshire DC through OneDrive for Business, seeing the Council able to release quotas on their on-premise My Document storage, again reducing operational costs. Additionally, this Cloud based location enables the Council’s staff to work more collaboratively from any location, as they can access, share and edit documents from anywhere.
Skype for Business Online – With a key driver of enabling anywhere working, Skype for Business Online enables South Cambridgeshire DC’s staff to see the availability of any colleague at any given time through Presence management, as well as collaborate together regardless of location through instant messenger, voice & video calls and meetings.
Intune – The Microsoft Mobile Device Management platform allows the implementation of a BYOD policy to maintain and control mobile devices outside of the corporate network. Intune assists South Cambridgeshire in the removal of the current mobile deployment that is in place for Councillors.
Azure Active Directory Premium – Enhances the identity being synced from on premise Active Directory into cloud services. Some of the richer features the Council reap are the self-service password reset tool, the ability to define internal and external users for Multi-Factor Authentication and Microsoft Advanced Threat Analytics.
Azure Rights Management Service – Allows the Council to protect virtually any file created within their environment, whilst guaranteeing secure access from all devices. This in turn provides piece of mind that the controls placed on the document are maintained wherever the file is sent to.
The EMS solution ultimately enables all staff to work more productively and collaboratively, regardless of location or device.
Choosing a Microsoft solution enabled South Cambridgeshire to qualify for funding, used in the deployment services of EM+S, enabling the Council to further utilise their budget on other pressing requirements.
We chose GCI to migrate our mailboxes to Exchange online because they went out of their way to understand our requirements, and were straightforward in helping us understand our options. GCI’s excellent delivery approach meant that the time required to move the project forward was minimised, and the momentum for change was maintained at all levels.
